     $new_date = date("Y-m-d H:i", strtotime($date . " +" . $delay . " minutes"));

    Here’s another:

    $date = new DateTime($date);
$date->add(new DateInterval('P'.$delay.'i'));
$new_date = $date->format('Y-m-d H:i')
