    This is trivial in both batch files or PowerShell:

    Batch:

    for /r %%x in (*.sql) do (
        rem "(or whatever)"
        sqlcmd "%%x"
    )
    

    PowerShell:

    Get-ChildItem -Recurse -Filter *.sql |
        ForEach-Object {
            sqlcmd $_.FullName # or whatever
        }
