becomes

 <tr id=row bgcolor=white onMouseOver="this.bgColor='red'">

    You could use the attr method:

    $('#row').attr("onMouseOver", "this.bgColor='red'")
    

    But since you are using jQuery I’d recommend using the on method:

    $('#row').on('mouseover', function() {
        $(this).css('background-color', 'red');
    });
