    use if $^O eq 'MSWin32', Win32::Console::ANSI::;
    

    Alternatively,

    use Win32::Console::ANSI ();
    

    is equivalent to

    BEGIN {
        require Win32::Console::ANSI;
    }
    

    so you could also use

    BEGIN {
        require Win32::Console::ANSI
            if $^O eq 'MSWin32';
    }
