Can I create a stored procedure through bootstrap or through any action?

In Bootstrap this should work:

def init = { servletContext ->
   groovy.sql.Sql sql = new groovy.sql.Sql(dataSource)
   sql.execute("create procedure xyz....")  // returns boolean
}
