They are two different selectors:

• div#navbar selects the div with an id of navbar
• div #navbar selects the element with an id of navbar that is a descendant of a div element.

Basically, the first one matches:

<div id="navbar">
  Hello
</div>

But the second one matches:

<div>
  <img src="foo.png" id="navbar" />
</div>
