   </select>
   <select name="location">

    To avoid many if-else structures, let JavaScript do the trick automatically:

    <select name="name" id="name">
       <option value="a">a</option>
       <option value="b">b</option>
    </select>

    <script type="text/javascript">
      document.getElementById('name').value = "<?php echo $_GET['name'];?>";
    </script>

    <select name="location" id="location">
      <option value="x">x</option>
      <option value="y">y</option>
    </select>

    <script type="text/javascript">
      document.getElementById('location').value = "<?php echo $_GET['location'];?>";
    </script>
