For that particular ordering you would have to do something like:

SELECT * FROM MyTable WHERE ColID IN ('C', 'A', 'D') 
   ORDER BY 
      CASE ColID 
         WHEN 'C' THEN 0 
         WHEN 'A' THEN 1 
         ELSE 2 
      END
