DECLARE @STR_IDS VARCHAR(15)
SET @STR_IDS='7,15,18'
UPDATE TBL_USERS WHERE ID IN @STR_IDS

UPDATE TBL_USERS WHERE ID IN (7,15,18)
Thanks in advace
