    This works for me but it’s not pretty…

    \<fo\:block\>.*\x0d\x0a.*\x0d\x0a.*\<\/fo\:block\>
    

    I thought I tried this:

    \<fo\:block\>.*\n.*\n.*\<\/fo\:block\>
    

    yesterday but apparently I didn’t because it works.
