why ‘ and ” behaving differenlty

    ' is for literals. " is for parsed text.

    See the PHP Manual Strings

    Unlike the double-quoted and heredoc syntaxes, variables and escape
    sequences for special characters will not be expanded when they occur
    in single quoted strings.
