    SELECT t.name, t.mygroup, t.scale
        FROM test1 t
INNER JOIN (SELECT mygroup, MIN(scale) AS MinScale
                            FROM test1
                            GROUP BY mygroup) q
                ON t.mygroup = q.mygroup
                    AND t.scale = q.MinScale
