    $result = preg_replace('/^Target row\r?\n\r?\n/m', '', $subject);

    if empty lines must really not contain anything, not even spaces/tabs. If spaces/tabs are allowed, use

    $result = preg_replace('/^Target row[ \t]*\r?\n[ \t]*\r?\n/m', '', $subject);
