    You can use mouse enter for label focus event as focus event is not meant for label.

    Live Demo

    $('label').mouseenter(function () {
          var id = $(this).attr('id');
          $('#' + id).draggable({ cancel: true });
    });

    for select

    $('select').focus(function () {
          var id = $(this).attr('id');
          $('#' + id).draggable({ cancel: true });
    });
