    You could use a timer that you start on the Navigating event, and stop in the DocumentCompleted event.

    private void webBrowser1_Navigating(object sender, WebBrowserNavigatingEventArgs e)
    {
        timerTimeOut.Start();
    }
    
    
    private void webBrowser1_DocumentCompleted(object sender, WebBrowserDocumentCompletedEventArgs e)
    {
        timerTimeOut.Stop();
    }
    
    private void timerTimeOut_Tick(object sender, EventArgs e)
    {
        MessageBox.Show("Error : timeout !");
    }
