    Yes — parseFloat.

    parseFloat(document.getElementById(amtid4).innerHTML);
    

    For formatting numbers, use toFixed:

    var num = parseFloat(document.getElementById(amtid4).innerHTML).toFixed(2);
    

    num is now a string with the number formatted with two decimal places.
