    Use two single-quotes

    SQL> SELECT 'D''COSTA' name FROM DUAL;
    
    NAME
    -------
    D'COSTA
    

    Alternatively, use the new (10g+) quoting method:

    SQL> SELECT q'$D'COSTA$' NAME FROM DUAL;
    
    NAME
    -------
    D'COSTA
