Set filename=C:\Documents and Settings\All Users\Desktop\Dostips.cmd
For %%A in ("%filename%") do (
    Set Folder=%%~dpA
    Set Name=%%~nxA
)
echo.Folder is: %Folder%
echo.Name is: %Name%
