Found the answer in an amazon aws forum.

return s3Client.putObject( new PutObjectRequest(bucketName, objectKey, inputStream, metadata) .withCannedAcl(CannedAccessControlList.PublicRead));

The answer being

.withCannedAcl(CannedAccessControlList.PublicRead)
