    Hwo about simply removing the OnClick Handler ?

    <dx:ASPxButton ID="btn_clear" runat="server"
        Text="Clear" Width="90px">
        <ClientSideEvents Click = "OnClick" />
    </dx:ASPxButton>

    Or even better, just use a HTML button in the first place (<input type="button" />).
