    intially tooltip is display:none 

    $("input[id$=tbMyTextbox]").focus(function() {
   $("div[id$=tooltip]").show();
});

$("input[id$=tbMyTextbox]").blur(function() {
   $("div[id$=tooltip]").hide();
});
