    The messages for built-in functions are often not loaded until they have been issued at least once. For such functions, you might try inspecting Messages.m:

    NotebookOpen @
      FileNameJoin @
        { $InstallationDirectory
        ,"SystemFiles"
        ,"Kernel"
        ,"TextResources"
        ,"English"
        ,"Messages.m"
        }

    or

    FindList[
      FileNameJoin @
        { $InstallationDirectory
        ,"SystemFiles"
        ,"Kernel"
        ,"TextResources"
        ,"English"
        ,"Messages.m"
        }
    , "NDSolve"
    ]
