    Another approach I’ve seen is to dynamically add a special css class to the body tag via javascript, and then preprend javascript-only CSS selectors with that css class.

    eg:

    <script>
    document.body.className += ' scriptson';
    </script>
    <style>
    .scriptson a {
        /* only applied if javascript is enabled */
    }
    </style>
