    Here is an issue discussing something similar. Assembler says the following:

    for quickfix, add following lines to
    “environment.rb”:

    require 'openssl'

    OpenSSL::SSL::VERIFY_PEER =
    OpenSSL::SSL::VERIFY_NONE

    make sure that you remove those lines
    after you install jquery-rails
