I am getting an error while compiling .pas file. unsatisfied forward or external declaration

I am getting an error while compiling .pas file.

“unsatisfied forward or external declaration :TxxxException.CheckSchemeFinMethodDAException.”

Does anyone have any idea what this error implies?

Does it mean that
CheckSchemeFinMethodDAException was not called in all the concerned files?
