i am interested in how to develop Apps and Programs for Jailbroken Devices or Cydia,
what API’s do i have to involve in Xcode?
Could please somebody help me with that?

Applications distributed in Cydia are developed using the same process as those in the AppStore, only they are not subject to its restrictions. You can export IPAs via Xcode without code-signing them.
