    I’m not sure if the exact algorithm is known, but you will not be far off with something like:

    if style & WS_VISIBLE 
    {
      if ( ( exstyle & WS_EX_APPWINDOW ) 
      or ( !HasOwnerWindow() and !(exstyle & WS_EX_TOOLWINDOW) )
