    You need to add the handler before you call the navigate method:

    AddHandler WebBrowser1.DocumentCompleted, New  _
         WebBrowserDocumentCompletedEventHandler(AddressOf WebBrowser1_DocumentComplete)
    WebBrowser1.Navigate("http://test.com")
