    You missed the trailing slash after the uploads directory. Try:

    $targetFolder = '/uploads/'; // Relative to the root
    

    You’ll also want to change:

    $targetFile = rtrim($targetPath,'/') . $_FILES['Filedata']['name']; 
    

    To:

    $targetFile = $targetPath . $_FILES['Filedata']['name'];
