I have tried passing it with double quotes and back slashes like ‘\’ but still no joy

    Your string concatenation is broken. You need to wrap your parameter in quotes using escape sequences –

    onclick='<%# "openLink(\"" + Eval("ID" ) + "\" );" %>'
