    Not sure if this will work inside your editor but does limit the characters when displayed on html page on frontend:

    <html>
    <body>
    <?PHP
    $chars = 20;
    $desc = substr($ckeditorcontent,0,$chars);
    echo $desc ."...";?><a href="#" title="More info">More</a>
    </body>
    </html>
