[root@mg0016 tmp]# echo "${y^^}"
-bash: ${y^^}: bad substitution

You can use any one of the following code :

$ tr '[:lower:]' '[:upper:]' < input.txt > output.txt

or

$  sed -e 's/\(.*\)/\U\1/' input.txt > output.txt
