    try this:

    <div id = "FooterAtTop">what ever here</div>
    

    put this in CSS file or in <style> in head:

    #FooterAtTop
    
    {
    position: absolute;
    top:0px;
    left:0px;
    }
    

    Though if you want to keep it floating do this:

    #FooterAtTop
    {
    position: fixed;
    top:0px;
    left:0px;
    }
