if (conditionIsMet){

        var theFormPanel= Ext.ComponentQuery.query('#winId> #theFormPanel')[0];

but how can i disable it?

    Why do you use ComponentQuery query here? Can’t you get formpanel by id? Ext.getCmp('formPanelId').disable();
