    {
        if (mt_rand(1,100) <= $percentChance) {
            return true;
        }
    
        return false;
    }
    
    var_dump(doubleHit(35)); // will return either true / false
    

    Note that this is only pseudorandom. Also note that this is faster / better than rand().
