I have a PHP file in which I have this code:

How can I run this only when a user clicks on a button or link?

You could use a form HTML tag. This is just an example:

<form method="post" action="yourphpfile.php">
    <input type="text" name="fname" value="your first name?" />
    <input type="submit" value="run" />
