    You could do something like:

    XmlDocument doc = new XmlDocument();
    doc.LoadXml(@"<xml>myxml</xml>");
    Response.Clear();
    Response.AddHeader("Content-Disposition", "attachment;filename=MyXmlDocument.xml");
    Response.AddHeader("Content-Length", doc.OuterXml.Length.ToString());
    Response.ContentType = "application/octet-stream";
    Response.Write(doc.OuterXml);
