    form-inline would be better suited for this than form-horizontal.

    Try this:

        </div>
        <div class="row">
            <label class="span1" for="inputTags">Tags</label>

            <label class="span1" for="inputAccess" id="inputAccessLabel">access</label>
            <input type="text"id="inputAccess" class="span3">
        </div>
    </form>
    

    With this CSS:
