    int pCount = 0;
    foreach (Top top in Tops)
    {
        foreach (P p in top.TopPs)
        {
            pCount++;
        }
    }
    return pCount;
}

Added more clarity:

Tops and top.TopPs extends ObservableCollection

How do i do it?
