Like this:

$data = json_decode($json)->{'results'}->{'result'}->{'schoolhit'};

foreach ($data as $school) {
    echo "<option value=" . $school->{'districtno'} . ">" . $school->{'name'} . "</option>";
}

Obviously adapt the output to your needs but given your json that should fill out the values you want.
