Use mouseenter and mouseleave instead – change the last 2 lines to:

$j('#menu-navegacion-principal > li')
    .bind('mouseenter', navIn)
    .bind('mouseleave', navOut);

$j('#menu-navegacion-principal > li:has(ul)')
    .bind('mouseenter', navInS)
    .bind('mouseleave', navOutS)
