I tried calling CSS import but cannot evaluate XSLT variable. Is there any other way of doing this?

The expressions in curly brackets are only expanded inside Attribute Value Templates.

Instead of {$CampaignId}, you can use this:

<xsl:value-of select="$CampaignId"/>
