"This is a text" ->  This is a text
 This is a text  -> "This is a text"

    Yes, go to command mode, then type :

    :%s/\(^"\|"$\)//g
    

    To quote lines :

    :%s/\(^\|$\)/"/g
    

    This performs substitution on all lines, adapt it to your needs if needed.
