    From your comment “i need to update level column if userid exist in both table with value 1”, it seems you need this :

    UPDATE
        `people`
    SET
        `level` = 1
    WHERE
        EXISTS (
            SELECT
                *
            FROM
                `users`
            WHERE
                users.userid = people.userid
        );
