    {
    $err[] = "ERROR - Please enter the department you are applying for.";
    }

which is pulled from

    Try this:

    if (empty($data['department']))
    {
        $err[] = "ERROR - Please enter the department you are applying for.";
    }
    

    You don’t need to check for strlen if the variable is empty
