is it possible to define resources in the style rather then using a template?

    <ListView.Resources >
        <Style TargetType="{x:Type ScrollBar}">
              <Setter Property="Background" Value="Transparent" />
         </Style>
    </ListView.Resources>

How can I wrap this thing into:

   <Style TargetType="{x:Type ListView}"> 

   </Style>

?
