Is it possible to put DIV’s Vertical Scroll bar on left of the div with css? what about jscript?

Is it possible to put DIV’s Vertical Scroll bar on left of the div with css? what about jscript?
You can add a pseudo-scrollbar anywhere you want with JQuery and this plug-in: JScrollPane
