    Sure. Try something like this:

    namespace System.Web
    {
       public class ThisIsMyAdditionToSystemWeb
       {
       }
    }
    

    But obviously, this will not add anything to the actual .Net assemblies, projects that want to utilize your “extension” will have to reference your assembly.
