I’ve been trying to implement this for a while now, and I can’t seem to make it wokr correctly. Any help would be greatly appreciated?

Multiply by 10 until you’ve reached the desired precision (number of digits after the .), then use bitwise comparison

    double d = decimal.doubleValue ();
    int i = 0;
    while ( ++i <= precision )
        d *= 10;
    return ( (int) d & 1 ) == 0;
}
