    You should use is_dir when you want to validate directory

    From PHP DOC on file_exists

    Returns TRUE if the file or directory specified by filename exists; FALSE otherwise.

    From PHP DOC on is_dir

    Returns TRUE if the filename exists and is a directory, FALSE otherwise.

    Please run the following test script

    if (! is_dir($TARGET_PATH) &&  is_writable($TARGET_PATH)) {
        #var_dump before
        var_dump(is_dir($TARGET_PATH), is_writable($TARGET_PATH));
        mkdir($TARGET_PATH, 0755, true);
    }
